Odoo Cost in Syria 2026: From Free Community to Custom, in US Dollars

Odoo's cost in Syria in 2026: the licence can be free, but most companies pay in US dollars for a plan, hosting and setup. How to pay from Syria, what no Syrian localization and the new pound add, and Community vs Standard over three years.

How much does Odoo cost in Syria? Free, One App Free or a paid plan

Odoo can cost a Syrian company nothing in licences, but never nothing in total. You choose one of four options, and only two charge a licence:

  • Community: free open-source software (LGPL) that runs only on a server you control. You pay for the server, setup and each version upgrade, and it lacks full Accounting with its financial reports, Studio, Payroll and the IoT app.
  • One App Free: one Enterprise app, plus the apps it depends on, for unlimited users at no charge, on Odoo Online only.
  • Standard: every app for one price per user per month, on Odoo Online, with no extra hosting bill.
  • Custom: adds Studio, agentic AI, multi-company, the External API and hosting on Odoo.sh or your own server. Odoo.sh is billed on top, from about US$58 a month on annual billing in October 2026.

This guide prints no per-user price, because Odoo sets prices by country and currency: check what Odoo's pricing page shows you from Syria, or ask us, before you budget.

Two rules decide most of the licence bill:

  • Who counts: anyone with backend access is a paying user, including an outside accountant or an owner abroad approving purchases. Portal customers and suppliers are free. An active employee record without a login, such as a cashier using a PIN at the till, is a Light User, priced by an Odoo Advisor.
  • What moves you to Custom: installing Studio, or adding a second company such as a sister trading firm abroad, switches a paid database to Custom automatically.

Paying for Odoo from Syria: contract, currency and transfer costs

The price is half the question; the other half is how a Syrian company pays it. Most US, EU and UK economic sanctions on Syria were lifted in 2025; our article on sanctions relief explains what changed, and the FAQ below covers what to check with your adviser. Here are the practical steps.

Settle four points in writing before you order:

  • Who contracts with Odoo: you can subscribe directly with Odoo or through a partner. Either way, put the subscription in the Syrian company's name, and give at least two people in the company administrator access rather than relying on one employee or the partner.
  • Currency and payment method: subscriptions and partner fees are usually quoted in US dollars. Ask Odoo or the partner which payment methods it accepts for a Syrian billing address.
  • Transfer costs: bank charges, intermediary bank fees and the exchange spread on a USD transfer are a budget line of their own. If the money leaves an account abroad, such as the owner's or a sister company's, agree with your accountant how the Syrian books record it.
  • Yearly or monthly billing: monthly billing exists only on Odoo Online and Odoo.sh. A subscription for your own server is billed yearly, which means one larger transfer.

Odoo's partner directory listed no partner located in Syria in October 2026, so most quotes come from firms registered abroad. Ask which entity will invoice you, from which country, and whether it has people on the ground in Damascus or Aleppo.

Odoo implementation cost in Syria: what no localization and the new pound add

Partner fees follow scope, and a Syrian scope includes work that countries with an Odoo localization skip:

  • No Syrian fiscal localization: Odoo ships no Syrian chart of accounts, tax set or statutory reports, so your accountant and the partner build them from Odoo's generic template. Budget workshop hours for that, not only setup.
  • A USD/SYP rate policy: choose the company currency before the first entry, because Odoo refuses to change it once journal items exist. Then decide who enters the SYP rate, from which source and how often.
  • The new pound: since 1 January 2026 the pound has two fewer zeros under the same SYP code, so Odoo cannot tell old amounts from new ones. Migrated balances need a written conversion rule, and many companies migrate opening balances only.
  • Messaging: plan on SMS. Odoo's SMS credits reach Syrian (+963) numbers; WhatsApp Business Platform providers have listed Syria as restricted, so check first.
  • Delivery: on-site days in Damascus, Aleppo or Homs are often priced differently from remote ones; ask for both rates.
  • Training: run it in Arabic and record it, because Odoo's own support answers in English, French, Spanish or Dutch.
  • Power: UPS units for tills, routers and the server, so a cut neither stops a sale nor shuts the database down uncleanly.

Odoo has no Syrian e-invoicing connector either, so price any electronic link your sector requires separately. Our guides to choosing an Odoo partner in Syria and to Odoo point of sale for Syrian shops cover partner checks and till hardware.

Hosting and running costs in Syria: Odoo Online, Odoo.sh or your own server

Hosting is the cost Syrian buyers most often leave out, and power is the part of it they forget.

  • Odoo Online: included in Standard and Custom, with storage up to 100 GB, and Odoo runs the backups and upgrades. It cannot run custom Python modules or most Apps Store modules.
  • Odoo.sh: the Custom plan plus a hosting bill for workers (the server processes that serve users), staging environments and storage. October 2026 rates: US$72 per worker, US$18 per staging environment and US$0.25 per GB a month on monthly billing, 20% less on annual billing. A lean production setup (one worker, one staging, 10 GB, annual billing) came to US$74 a month, or US$888 a year; the bare minimum (one worker, 1 GB, no staging) was about US$58. Staging is not backed up. Re-check the Odoo.sh pricing page before ordering.
  • Your own server, in the office or rented abroad: Community, or Custom billed yearly. Add the machine or rental, a UPS and its share of the amperes subscription, generator or solar power, off-site backups and the hours of whoever patches and upgrades it.

Then the version clock. Odoo plans about three years of standard support, security fixes included, per major version: to September 2027 for 18.0, September 2028 for 19.0 and September 2029 for 20.0, released September 2026; 17.0's ended in September 2026. Enterprise includes Odoo's upgrade service; on Community each major version is a migration you pay for, and starting on an older version because a tutorial uses it brings that bill forward.

Worked example: a Damascus distributor, Community vs Standard over three years

Take a Damascus solar panel, inverter and battery distributor with an Aleppo showroom: six backend users, including the Gulf-based owner who approves large purchases, two showroom cashiers with PIN logins, one legal entity, books in USD. Both need the same implementation: Sales, Purchase, Inventory with serial numbers, a showroom POS, a configured chart, opening balances converted from old pounds, Arabic training in both cities. Over three years, the rest differs:

  • Community on your own server: no licence, but a server or VPS abroad, UPS and power, off-site backups and admin hours. Balance sheet and profit and loss reports need community (OCA) modules your partner adds and maintains. Start on 20.0; 18.0 loses security fixes in September 2027.
  • Standard on Odoo Online: 6 users × Odoo's per-user USD price for Syria × 12, discounted in year one for these initial users only, then at list price, plus two Light Users for the cashiers. Odoo runs hosting, backups and upgrades.

Developer's view: owner approval above an amount is a standard Purchase setting (Purchase Order Approval), and USD and SYP pricelists are standard too, in both editions. Have your partner tag each requirement as standard, Studio or code. Code carries a Syrian risk: ask who maintains each custom module from abroad, and what an on-site day in Damascus or Aleppo costs when an upgrade breaks it.

Frequently asked questions

Is Odoo available in Syria, and are there Odoo partners in Syria?

Yes. Odoo works in Arabic and handles USD and SYP side by side, but it has no Syrian localization, and its partner directory showed no partner located in Syria in October 2026. Quotes usually come from firms abroad, so ask who works on site in Damascus or Aleppo. Most US, EU and UK economic sanctions were lifted in 2025, but some named-person sanctions and export controls remain: get the contracting and payment route in writing and check it with your legal adviser. METCH has a team in Damascus.

Is free Odoo Community cheaper than a paid plan in Syria?

Over three years, not always. Community is usually enough if you run one branch, mostly buy, sell and invoice, and have someone in-house to run the server and its upgrades. It falls short if you need a balance sheet and profit and loss from Odoo itself, Payroll, or upgrades handled by Odoo, which an owner abroad with no IT staff in Syria often wants. Compare three-year totals including the server, UPS, backups and one migration, as in the worked example above.

What is the best accounting software in Syria: Odoo or a local program?

It depends on what you need beyond the ledger. If you run one branch, invoice only in pounds and need nothing past accounting, a local accounting program your accountant already knows may cost less and be enough. Odoo earns its cost when sales, stock, purchasing, POS and accounting must share one database, when Damascus and Aleppo branches report together, when books run in USD with SYP alongside, or when an owner abroad needs live access.

Should I budget Odoo in US dollars or new Syrian pounds?

Budget in US dollars. Odoo subscriptions, Odoo.sh hosting and most partner fees are usually quoted in USD, so a budget in pounds moves with the exchange rate. Inside Odoo you can make USD the company currency and record SYP invoices and payments at the rate you enter for each date. One Syrian trap: the pound lost two zeros on 1 January 2026 but kept the code SYP, so any history you migrate needs a written conversion rule agreed with your accountant.
