Odoo Community vs Enterprise in Syria: No Tax Localization, Choose by Apps
Yes, Odoo Community is free to download and self-host in Syria. Neither edition has a Syrian tax localization, so the choice comes down to the apps you need, SYP/USD setup and who keeps the server running through power cuts.

Is Odoo free in Syria? Yes, and the missing tax module changes the question
Yes. Odoo Community is free under the LGPLv3 licence: a company in Damascus, Aleppo or Homs can download Odoo 19 or 20 from Odoo's official download page and run it with any number of users on a server it controls, in the office or rented abroad, without paying Odoo anything. Odoo Enterprise is licensed differently: you may run it only while a subscription covering your actual number of users is active, and the licence is revoked when the agreement ends.
What changes the question in Syria is what neither edition has:
- No Syrian fiscal localization: no Syrian chart of accounts, tax report or payroll rules. Both editions start from Odoo's generic chart of accounts, so your accountant adapts the accounts and taxes either way.
- No connection to Syrian tax systems, in Community or in Enterprise.
Check one thing first. Syria's General Commission for Taxes and Fees has required some activities to issue invoices through approved accounting programs linked electronically to the tax administration; local press has reported this for drug warehouses and for jewellers in Damascus, and the list may grow. If your activity is covered, confirm with the Commission whether Odoo can be used before choosing either edition.
For everyone else, no localization tips the balance, so the choice rests on three practical questions: which apps you need, who keeps the server running, and who handles upgrades. Only the licence is free; the sections below show what each answer costs.
Odoo Community vs Enterprise: the Enterprise-only apps, sector by sector
Community is not a demo. Sales, Purchase, Inventory, Point of Sale, Manufacturing, CRM, Website and Invoicing are in both editions, so a trader in Homs can run sales, stock and invoices on it. The gap shows up sector by sector; we checked these rows against Odoo's editions table and the Community source code for 19.0 and 20.0:
- Solar, inverter and generator installers: Field Service and Helpdesk, used for site visits and warranty claims, are Enterprise apps. Workshop repairs alone fit Community's Repairs app.
- Generator rental and monthly maintenance contracts: Rental and Subscriptions are Enterprise.
- Pharmaceutical and medical distributors: lots and expiry dates (the product_expiry module) are in Community; the Barcode app for warehouse scanning is Enterprise.
- Importers who price in USD: invoicing in several currencies is in Community. Automatic Currency Rates (the currency_rate_live module) is Enterprise, so on Community you enter rates on each currency's Rates tab; on Enterprise, check that the chosen service publishes the SYP rate you actually use.
- Finance teams: Invoicing posts journal entries with taxes and payments; bank reconciliation, financial reports and budgets are Enterprise.
From our Damascus team: Community's Invoicing app already keeps a full double-entry ledger. In developer mode, give your accountant the Show Full Accounting Features group to open the Journal Entries and Journal Items menus. If you add Enterprise Accounting later, reconciliation and reports work on those same entries, so nothing is re-entered.
Odoo Community with OCA modules: accounting, reports and payroll in Syria
Where a country's tax report or payroll rules ship only with Enterprise, half the decision is made. Odoo has neither for Syria, so a Syrian company gives up less by staying on Community. The Odoo Community Association (OCA), a nonprofit that develops Odoo modules in more than 270 public repositories, fills several gaps on its 19.0 branches. None of the five modules below has been released for 20.0 yet (October 2026), so a company that depends on them should run Community 19.0, planned to be supported until September 2028:
- account_reconcile_oca (AGPL-3): matching USD and SYP bank statements against invoices and payments.
- account_financial_report (AGPL-3): general ledger, trial balance, open items and aged balances for your SYP books.
- mis_builder (AGPL-3): management reports, such as a monthly USD profit and loss per branch. Its 20.0 branch exists but is not installable yet.
- payroll (LGPL-3): a Community payroll engine. Odoo has no Syrian salary rules in either edition, so you build them by hand anyway.
- web_responsive (LGPL-3): a full-screen app menu and a more comfortable layout for staff working from phones.
A setup tip: activate the SYP currency first. It ships inactive, with the symbol '£' and the subunit label misspelt 'Piastrp', so set 'ل.س', 'ليرة' and 'قرش' before the first invoice, because these labels print in the amount in words.
What OCA does not change: no support contract from Odoo, no upgrade service, no native store app and no Studio.
Running Odoo in Syria through power cuts and a currency change
Budget for these running costs, in money or staff time:
- Server and power: Odoo 20 needs Python 3.12 and PostgreSQL 16 or later; Odoo 19, which the OCA modules above require, needs Python 3.10 and PostgreSQL 13 or later. Ubuntu 24.04 LTS covers both. Add a UPS that shuts PostgreSQL down cleanly.
- Backups: a nightly copy of the database and filestore, kept off site.
- Security fixes: published only for Odoo's three latest major versions, about three years each.
- Upgrades: Enterprise includes Odoo's upgrade service for standard apps and Studio changes. On Community, every OCA module you use must be ported first, and the migration falls to you or your partner.
- Custom code: Odoo 20 merges access rights and record rules into one model, ir.access. In-house modules in either edition need their security files converted; Odoo's upgrade_code script does most of it, but test every converted rule.
- The new pound: Odoo uses one SYP currency for old and new pounds (100 old = 1 new since 1 January 2026); agree with your accountant how to convert pre-2026 amounts.
On Enterprise, Odoo may end the agreement if an invoice stays unpaid 21 days past due after at least three reminders; the licence is then revoked, and continued use carries an extra fee of 300% of list price. Self-hosting Enterprise or running it on Odoo.sh also needs the Custom plan; the cheaper Standard plan covers Odoo Online only. Prices vary by country, so check Odoo's official pricing page and how you would pay before committing.
Damascus shop, Aleppo factory, solar installer, owner abroad: which edition?
Six common cases in Syria and the edition each points to:
- A business that needs only one app, such as Invoicing or CRM: One App Free, hosted Enterprise on Odoo Online, is free for unlimited users and needs no server; check first that sign-up and access work from Syria.
- A shop or small trader in Damascus with a few users and someone to look after the server: Community.
- A distributor or factory in Aleppo that needs bank reconciliation, USD reports and barcode scanning: Enterprise. OCA covers reconciliation and reports on 19.0, but its scanning module (stock_barcodes) is not yet released for 19.0 or 20.0.
- A solar, inverter or generator company with field technicians: Enterprise is the simpler route; OCA's fieldservice and helpdesk_mgmt exist for 19.0, without Odoo's support.
- An owner abroad with no IT staff in Syria: hosted Enterprise on Odoo Online, once the payment route is settled.
- A company leaving an older program: either edition. Start from 2026 opening balances in new pounds, not old-pound history. Community can move to Enterprise later; Odoo documents the steps.
When Odoo is not the answer: if you need only a cash book, a simple program costs less; if the Commission ties your activity to approved software and Odoo is not on the list, use that software.

Frequently asked questions
Which Odoo apps can a Syrian trader or shop run for free?
All the Community apps, free under LGPLv3 with no user fees, on a server you run. By job: Sales, CRM and Website to quote and sell; Purchase to buy; Inventory with lots and expiry dates; Point of Sale for the counter; Manufacturing for a workshop; Invoicing for customer invoices, vendor bills, taxes and payments in USD and SYP; Repairs, Expenses and Employees for daily work. Field Service, Helpdesk, Rental, Barcode and full Accounting are Enterprise.
Can I download Odoo Community for Windows and run my business on it?
You can download it: Odoo's official download page offers free Community installers for Windows, Ubuntu/Debian and RPM-based Linux, plus the source code. For a live company, use Linux. Odoo's documentation says the Windows package is meant for testing or single-user local instances and discourages it for production. A sound setup in Syria is an Ubuntu server with PostgreSQL, a UPS that shuts it down cleanly and nightly copies kept off site, or a server rented abroad.
Does Odoo keep working during internet or power cuts?
Partly. Community's Point of Sale keeps recording sales offline once a session is open and syncs the orders when the connection returns. The back office needs the server; Odoo 20's offline mode only bridges short cuts, reopening records you opened beforehand and queuing some edits. An office server stays reachable on the local network during an internet cut but needs a UPS; a server rented abroad ignores your power cuts but is out of reach while your internet is down. Choose by the outage you face more often.
Should our company currency in Odoo be SYP or USD?
Decide before the first posting. Each company in Odoo has one company currency, and Odoo will not let you change it once journal items exist. Whichever you choose, you can invoice and pay in the other currency at rates you enter, and Odoo posts the exchange differences. For USD management reports from SYP books on Community 19.0, mis_builder can convert to a target currency. Ask your accountant which currency the statutory books must be kept in; that usually settles it.
