Publish an App from Syria in 2026: Google Play, App Store, 4 Paths
Can you publish an app from Syria on Google Play or the App Store in 2026? Not directly: neither lists Syria as of October 2026. Here are 4 paths that work, a decision tree, a pre-build checklist and cost drivers.

Can you publish an app from Syria on Google Play or the App Store?
As of October 2026 there is no direct way to publish an app on Google Play or the App Store from Syria: Google does not list Syria as a location for Play developer or merchant registration, and Apple has no Syrian App Store. Reaching customers there takes one of four workarounds. Here is what the official pages show:
- Apple: its App Store availability list, published on 30 September 2026, lists 17 countries in its Middle East and Türkiye section, including Jordan, Lebanon and Iraq, but not Syria. None of the 174 storefronts in App Store Connect is Syrian.
- Google: Syria is missing from the Play Console list of locations for developer and merchant registration and from Play's table of free-download and purchase locations (28 September 2026), even its 'Rest of the world' group.
- Push: Firebase projects are Google Cloud projects, and Google Cloud names Syria among places where Google restricts some services. Google does not say whether push is affected, so test it on Syrian networks.
Sanctions moved faster than the stores. Executive Order 14312 ended the core US Syria sanctions program from 1 July 2025, the Syrian Sanctions Regulations were removed on 26 August 2025, and Syria's State Sponsor of Terrorism designation was rescinded on 24 August 2026. Our article on sanctions relief for Syrian businesses gives the wider picture.
Myth vs fact:
- Myth: sanctions are lifted, so a Syrian App Store is next. Fact: Apple's list, dated 30 September 2026, postdates the rescission and still omits Syria.
- Myth: customers can open Google Play, so you can publish from Syria. Fact: Syria's communications minister said in January 2026 that many users could reach Google Play without a VPN, but Google's lists still exclude Syria from developer and merchant registration.
- Myth: wrap your website in an app and submit it. Fact: Apple's guideline 4.2 expects features beyond a repackaged website.
No-store paths: an installable web app (PWA) and WhatsApp-first selling
The quickest start needs no store at all: an installable web app (PWA) for browsing and ordering, and WhatsApp for the conversation. Both can reach customers in Syria today.
A PWA is your online store with an app icon: customers install it from the browser, and every change reaches them on their next visit, with no review queue.
- Android: Chrome offers to install an HTTPS site whose web app manifest lists a name, start page, 192 and 512 pixel icons and standalone display.
- iPhone: customers install it themselves: tap Share, then Add to Home Screen, with Open as Web App on; since iOS 26 every site added this way opens as a web app by default.
- iPhone push: web push works only for Home Screen web apps on iOS 16.4 or later, after the customer taps to allow it, and it runs through Apple's push service, so test it in Syria too.
- Odoo 20: Odoo's built-in installable app covers the back office (/odoo), not your shop pages, so an Odoo store needs its own manifest and service worker.
WhatsApp-first means selling through the free WhatsApp Business app: quick replies, labels, greeting and away messages, a product catalog if your app offers it, and a click-to-chat link on every product page. The catch: as of October 2026, Meta says businesses in Syria are not eligible for the WhatsApp Business Platform, and users in Syria cannot receive messages sent through it. Odoo's WhatsApp app, Enterprise only, works only with Platform accounts, so automated order updates to customers in Syria are out: your staff chat by hand and record each order in the store or in Odoo. Direct APK download: install warnings, updates and the 2027 check
An APK on your own website reaches Android customers in Syria today without Google Play, but every install and update adds friction, and Google's 2027 rules raise the bar.
- Install warnings: Android blocks the file until the customer allows their browser under Install unknown apps (Android 8.0 and later). Google Play Protect scans apps from outside Play, warns about harmful ones and may block unverified apps that use sensitive permissions.
- Updates: no store delivers them, so the app must check for new versions and ask the customer to download again.
- Push: Firebase Cloud Messaging works for apps outside Play, on Android 7.0 or later with the Google Play Store app installed.
Then comes developer verification. Since 30 September 2026, Android phones that ship with Google Play and run Android 7 or later in Brazil, Indonesia, Singapore and Thailand accept apps from participating stores only from registered developers, and Google says verification expands globally to all apps in 2027. Website installs are not covered yet, but Google advises verifying before then. Customers can still install unverified apps through an advanced flow: developer mode, a restart and a one-time 24-hour wait. Few shoppers will bother.
Syria adds two unknowns. Google says developers located in sanctioned countries cannot complete verification, and that the checks do not run on devices physically located in comprehensively sanctioned countries. It does not say how it treats Syria now that the US has removed its Syria sanctions regulations. Plan as if the checks will run, and register the APK under the same entity abroad that holds your store accounts. A full-distribution Android Developer Console account costs 25 US dollars.
Store publishing through a company in a supported country
Real listings on Google Play and the App Store need a developer account registered in a supported country. For a business, that means a legal entity you own, such as a company in Jordan, Lebanon, Türkiye or the UAE, all on Google's registration list. Confirm the structure with your lawyer; our article on running a Syrian business from abroad covers the day-to-day side.
What the accounts need, as of October 2026:
- Apple: a legal entity (no trade names or branches), a D-U-N-S number, an email on the company's domain and a working public website, for 99 US dollars a year. Apple warns that enrollment may not be supported in some regions, for example because of sanctions.
- Google Play: a one-time 25-dollar fee and, for an organization account, a D-U-N-S number, which can take up to 30 days. A personal account opened after 13 November 2023 must first run a closed test with at least 12 testers for 14 days.
- Ownership: Apple asks that apps be submitted by the entity that owns the rights, and rejects apps built from templates or app-generation services unless the content owner submits them. Keep the accounts, signing keys and domain in your company's name, not your developer's.
What review checks:
- Real app features, not a website in a frame (Apple 4.2).
- Account deletion inside the app (Apple 5.1.1(v)); Google also wants a web link for deletion requests and answers in its Data safety form.
- Physical goods paid outside in-app purchase (Apple 3.1.3(e) and Google Play's payments policy), so cash on delivery or bank transfer is fine.
- Opt-in and opt-out for promotional push (Apple 4.5.4).
- Since 31 August 2026, new Play apps and updates must target Android 16 (API level 36) or higher.
With no Syrian storefront, publish your iOS app to the storefronts your customers' Apple Accounts use, and ask them which.
Which path fits you: decision tree, pre-build checklist, cost drivers
Match the path to where your customers are and which phone they carry.
Decision tree:
- If most customers are inside Syria and on Android → start with a PWA and WhatsApp Business, then add a verified APK when you need offline use or more dependable push.
- If many customers inside Syria use iPhones → a PWA with clear Add to Home Screen steps; a store app reaches them only through foreign storefronts.
- If many customers live abroad → store apps through your company there; they also reach Syrians whose accounts use those storefronts.
- If you sell made-to-order or high-value items through conversation → WhatsApp-first, with prices on a web store.
- If you have no entity outside Syria and none planned → leave the stores for later.
Pre-build checklist:
- Read the Android and iPhone split in your website analytics.
- Ask a sample of customers which country their Apple or Google account uses.
- Confirm who owns the accounts, signing keys and domain.
- Prepare an Arabic privacy policy and account-deletion flow.
- Pick launch payments: cash on delivery or bank transfer, both built into Odoo 20.
- Test push on Syrian networks and keep a fallback: an in-app inbox, SMS or WhatsApp.
Cost drivers:
- Platforms, in rising order of effort: a PWA, an Android APK, then iOS and Android store apps.
- Native screens and Arabic right-to-left layouts.
- Integration: on Odoo's subscription plans the external API comes only with Custom, not One App Free or Standard, and a custom API module needs upkeep at every Odoo upgrade.
- Entity and accounts abroad: Apple 99 US dollars a year, Google Play 25 once, plus company formation and accounting there.
- Upkeep: new Android target levels, new iOS versions and review replies.
Your next step: run the first two checklist items this week, then start where every path begins, a fast mobile store. METCH, an official Odoo partner serving Syria, builds websites and online stores and sets up the Odoo back office behind them, and an Odoo consultation settles whether your app must read live prices and stock.
Frequently asked questions
Is there an App Store in Syria?
No. As of October 2026 Apple has no Syrian App Store storefront: its availability list, published on 30 September 2026, leaves Syria out while including Jordan, Lebanon and Iraq. iPhone owners in Syria download apps with Apple Accounts set to other countries, so your iOS app reaches them only through those storefronts. A Home Screen web app avoids the problem.
Can I publish an app on Google Play from Syria?
Not with a Syria-based developer account as of October 2026: Syria is not on Google's list of developer registration locations. Publish through a legal entity you control in a listed country, such as Jordan, Lebanon, Türkiye or the UAE. Syria is also missing from Play's download locations, so test with real customers in Syria before launch.
How do people download apps in Syria in 2026?
Through Google Play on Android, an APK from the developer's website, or the App Store with an account from another country. Syria's communications minister said in January 2026 that many users could reach Google Play without a VPN, but Google's tables still omit Syria, so your app may not show for every account. Keep a PWA or APK link as a backup.
How much does it cost to build a mobile app in Syria?
It depends on the path more than the screens. A PWA reuses your online store, an APK adds an Android app, and store apps add iOS, an entity abroad and review work. Fixed fees as of October 2026: Apple 99 US dollars a year, Google Play 25 dollars once, and 25 dollars for an Android Developer Console account if you distribute only outside Play.
