WhatsApp Business in Syria 2026: the app works, the API does not (yet)

WhatsApp Business for sales in Syria means the WhatsApp Business app on a phone, not the API. As of November 2026, Meta's WhatsApp Business Platform support page still names Syria in both of its country restrictions: businesses in Syria cannot use the Platform, and WhatsApp and WhatsApp Business app users in Syria cannot receive messages sent through it.

That holds even after the 2025 sanctions changes. According to OFAC, Executive Order 14312 ended the US Syria sanctions program from 1 July 2025, and the Caesar Act was repealed on 18 December 2025; what remains are list-based sanctions on named people, including Bashar al-Assad and his associates. Meta has not followed yet: the only change its page records is Türkiye, lifted on 15 May 2024. The list does move, so check it every quarter.

What this means for a Syrian sales team:

  • WhatsApp Business app: works, and carries the whole playbook below: business profile, catalog, labels, quick replies, greeting and away messages.
  • Business Platform (the API), directly or through any provider: closed to businesses in Syria and to customers in Syria.
  • Odoo's WhatsApp app: Enterprise-only and compatible only with WhatsApp Business Platform accounts, according to Odoo's documentation, so it cannot message customers in Syria either.
  • Automatic order updates: send them by SMS from Odoo, whose SMS price list includes Syria (+963) and supports a custom sender name.

The rest of this guide turns the app into a sales tool: a setup checklist, quick replies in new Syrian pounds to copy, the rules that still apply, and how to log every chat in your CRM.

Set up the WhatsApp Business app for sales in 7 steps

Set up the WhatsApp Business app for sales once, on a company number, and every salesperson inherits the same answers. These are the features WhatsApp lists for the Business app, in the order to set them up:

  • Number: register the app on a company line, not the owner's personal SIM, so chats and customers stay with the business when staff change.
  • Business profile: add the logo, a one-line description, the address with a map pin, working hours and the website. Customers see it before they write.
  • Greeting message: the app sends it automatically when a new customer starts a chat. Use it to ask for what you need to quote: product, size or quantity, and city.
  • Away message: it answers messages received outside your hours. Say when you open and point to the catalog in the meantime.
  • Labels: they organize and filter conversations. Mirror your pipeline: New inquiry, Price sent, Awaiting transfer, Paid, Delivered, Follow up, Opted out. A chat with no label is a lead nobody owns.
  • Quick replies: up to 50 saved replies, each with a shortcut you call up by typing "/" in a chat; the next section gives 10 to copy. They can include images and videos on the phone, but not on WhatsApp Web or Desktop.
  • Catalog: a mobile storefront for products and services. If Catalog does not appear among the business tools on your phone, keep your list on your web store and share links.

Then put a click-to-chat link on every product page and Facebook post. WhatsApp's click-to-chat format is wa.me/ followed by the full international number without the plus sign, zeros, brackets or dashes, so a Syrian mobile becomes wa.me/9639XXXXXXXX. Add ?text= with a URL-encoded message such as the product code (wa.me/9639XXXXXXXX?text=Code%20SH-104), and every chat opens with the item already named. Our online store guide for Syria covers payment and delivery.

10 quick replies in new Syrian pounds, ready to copy

Quick replies only help if the whole team uses the same ones. Save these ten, replace everything in «…», and write amounts in new Syrian pounds: under Decree No. 293 of 2025, 100 old pounds equal 1 new pound, and old notes stopped being legal tender on 31 July 2026. The amounts are examples.

  • /price: The «product» is 3,500 new pounds (350,000 old), in «colours or sizes». Shall we reserve one for you?
  • /delivery: Delivery inside «city»: 250 new pounds, «…» days. Other governorates: «…» new pounds via «courier». Cash on delivery available.
  • /order: 2 × «product» at 3,500 + delivery 250 = 7,250 new pounds, to «address». Reply YES to confirm.
  • /transfer: Pay by bank transfer with the details on your quotation: «link». Please send the receipt photo here.
  • /hours: We are open «days», «…» to «…». Message us any time; we reply when we open.
  • /followup: Hello «name», any thoughts on the offer for «product»? Its price of «…» new pounds holds until «date».
  • /old: Our prices are in new Syrian pounds. Multiply by 100 for old pounds: 3,500 new = 350,000 old.
  • /thanks: Thank you for your order! If anything is not right, reply here within «…» days and we will fix it.
  • /consent: Would you like our new arrivals and offers here, about twice a month? Reply YES to join, STOP any time to leave.
  • /stop: Done, no more offers from us. You can still message us whenever you need.

Three habits make them work:

  • Name the currency every time: "3,500 pounds" invites "old or new?"; "3,500 new pounds" does not.
  • Date your prices: if you price imports from the dollar, a dated price protects your margin when the rate moves.
  • Adapt the wording to your customers' dialect, but never improvise prices or terms.

When you would need the Business Platform: templates and the 24-hour window

You outgrow the app when chats must run through software: more agents than one phone can serve, automatic order updates, a chatbot, or every message landing in the CRM. That is what the Business Platform (the API) is for, and it works by different rules:

  • 24-hour window: when a customer messages you, a 24-hour customer service window opens, and each new message from them resets it. Inside it you can send free-form messages; outside it, only approved templates.
  • Templates: each one is reviewed before use and filed in one of three categories: utility (non-promotional and specific to the customer, such as an order confirmation), marketing (offers and promotions) and authentication (one-time codes). Meta moves a promotional utility template to marketing, and repeated misclassification brings restrictions.
  • Billing: per delivered message since 1 July 2025, priced by category, according to Meta's pricing page. Each business number gets 1,000 free service messages a month, and since 1 October 2026 utility templates sent inside an open window are charged too. Billing runs through Meta Business Suite, with a payment method in Billing Hub.

For Syria, the honest answer as of November 2026 is that none of this is available to a business based there, or for customers there. A group that already owns a company in a supported country may be eligible through it, but only for customers outside Syria, such as expatriate buyers. Meta's page does not say how it treats a company run from Syria, or whether "users in Syria" follows the phone number or the location, so test with a +963 number before you plan around it, and confirm the structure with your lawyer.

Use the wait to prepare, so a switch takes days rather than months:

  • Keep a consent record for every customer, starting now.
  • Draft your order-confirmation and delivery templates in Arabic.
  • Store phone numbers in international format, +963 9…, in your contacts and CRM.

Consent, good practice and logging every WhatsApp chat in Odoo CRM

WhatsApp's Business Messaging Policy covers the Business app as well as the Platform, so these rules apply to your sales phone today:

  • Opt-in: message people only if they gave you their number and confirmed they want to hear from you. The safe reading: answering a customer who wrote first is fine; adding them to offers needs a clear yes, which the /consent reply collects.
  • Opt-out: respect every request to stop, made on WhatsApp or anywhere else, including removing the person from your contacts list.
  • Automation: if you automate replies, keep a prompt, clear way to reach a person.
  • Sensitive data: the policy says not to share or ask people to share full payment card numbers, financial account numbers or ID card numbers. Never collect them in a chat; for payment, send the quotation link, where the wire transfer option shows your bank details.

Then make sure no deal lives only on one phone. Odoo has no link to the WhatsApp Business app, so logging is a daily habit, as with phone calls in our Odoo CRM guide for Syria:

  • Create the opportunity when a chat reaches a price, with WhatsApp as its Source, so reports show what the channel closes.
  • Paste the customer's key messages, the price quoted and the delivery terms into a Log note in the chatter; notes stay internal, and you can attach the transfer receipt there.
  • Schedule the next step as an activity, so follow-up does not depend on scrolling the chat list.
  • Record consent: tag the contact "WhatsApp opt-in" with the date, and remove the tag the day they send STOP.
  • End each day by matching labels to stages: every Awaiting transfer chat needs an open opportunity.

Frequently asked questions

Is the WhatsApp Business API available in Syria in 2026?

No. As of November 2026, Meta's WhatsApp Business Platform support page lists Syria among the places whose businesses cannot use the Platform and whose WhatsApp users cannot receive Platform messages. That stands even though the US ended its Syria sanctions program on 1 July 2025 and repealed the Caesar Act on 18 December 2025. The WhatsApp Business app on a phone still works, so sell through it and check Meta's page every quarter.

Can a Syrian business use the WhatsApp API through a company abroad?

Possibly, but only to reach customers outside Syria. Meta's restriction covers businesses in Syria and also users in Syria, who cannot receive Platform messages from any sender. A company genuinely based in a supported country may be able to use the Platform for expatriate customers, but Meta's page does not say how it treats a company run from Syria, or whether a +963 number used outside Syria counts as a user in Syria. Test first and confirm the structure with your lawyer.

Does Odoo's WhatsApp integration work for customers in Syria?

Not for now. Odoo's WhatsApp app is Enterprise-only and, according to Odoo's documentation, works only with WhatsApp Business Platform accounts, which Meta does not allow for businesses in Syria or for messages to users there. Use the WhatsApp Business app for conversations, log each deal in Odoo CRM by hand, and send automatic reminders by SMS: Odoo's SMS price list includes Syria (+963) with a custom sender name.

Does the 24-hour rule apply to the WhatsApp Business app?

No. The 24-hour customer service window is a Business Platform rule: outside it, the Platform can only send approved templates. In the app, your team types its own messages. WhatsApp's Business Messaging Policy still covers the app, though: message people only after they share their number and opt in, respect every request to stop, and never ask for full card, bank account or ID card numbers in a chat.
